Vice President- chief engineering officer

JOB SUMMARY

Directs the activities of the Engineering Department with the primary objective of providing professional services in engineering matters for the overall operations of the Cooperative. Provide plans for the safe, efficient, and effective construction and operation of the Cooperative’s distribution system in accordance with RUS specifications.

ESSENTIAL DUTIES/RESPONSIBILITIES:

The duties and responsibilities described below are the essential functions of the job and are not intended to be all inclusive for this position.

Engineering Services:

    • Directs the work and employees assigned to the Engineering Department
    • Provide engineering expertise and assistance for the management, staff, employees, and members of the Cooperative as well as all others as directed by the CEO and Cooperative policy
    • Monitors progress and costs incurred in carrying out departmental work plans and budgets; and prepares regular reports to the CEO to assure compliance with program goals and budget levels and to serve as the basis for replanning
    • Responsible for the development of the Cooperative’s (general plant) and capital expenditures (system improvements) budgets. Presents budget to the CEO and Board of Directors for review and approval
    • Maintains a current knowledge and understanding of RUS, NESC and other applicable standards and regulations to ensure that the Cooperative’s distribution and general plant facilities are designed, constructed, and operated in a safe and efficient manner with consideration for limited liability
    • Establishes system performance criteria and reviews measures thereof to determine consistency with system reliability and power quality goals; and develops and implements action plans required to maintain electric service within the limits of established quality and standards
    • Directs the preparation of Long- and Short-Range Plans, Annual Work Plans and other engineering and operational studies to assure adequate system capacity, service reliability and workplace and public safety and to provide distribution plant capitalization estimates for financial planning
    • Prepare construction budgets and general schedules, and periodically reviewing, applying, and modifying them as required
    • Responsible for the planning and design of new electric distribution facilities and the modifications/upgrades of existing facilities
    • Responsible for the development, application, and updating of Telephone, CATV (Cable Television), and Fiber Joint Use Contracts and for administrating the Cooperative’s joint use pole program including overseeing joint use pole proposals, the annual billing for attachments, and for the analysis of proposals for the necessary pole strength
    • Develops and recommends approaches to implement the Cooperative’s electric facility extension policies for extension of services to new consumers. Maintains agreements and consistency in the Cooperative in applying these policies. Periodically reviews the line extension policy and makes recommendations for updates
    • Performs and/or supervises the development of all system studies that include sectionalizing, voltage drop analysis, load flow analysis, arc flash, short-circuit analysis
    • Continually research and recommend innovative technologies that would assist in meeting the Cooperative’s strategic goals. Manage the deployment of such technologies to insure successful integration with existing deployed technologies
    • Responsible for establishing and managing the pole and underground facilities inspection program
    • Works closely with the Operations department to make sure that work orders flow properly between Engineering and Construction employees
    • Responsible for negotiating and implementing Territorial Agreements between the Cooperative and other competing utilities
    • Negotiates contracts on large-power loads
    • Performs such other duties as may be requested or assigned to fulfill the needs of the Cooperative in the interest of good management practices

Contracting Services

    • Scheduling and coordination of field work between Cooperative and outside construction and/or engineering personnel with construction and engineering functions, assisting in the preparation and fulfillment of legal contracts and documents, performing necessary inspections and investigations
    • Assists consulting engineers with the design of power requirements, cost of service and rate studies

Metering

    • Manages the overall operations of the meter department
    • Prepare budgets and planning for meter change-out/upgrade programs
    • Directs the managing of the AMI/AMR system

Purchasing

    • Oversee the procurement of special equipment to ensure that specifications are met for the intended application
    • Oversee the procurement of meters and AMI equipment

Plant Services

    • Administers and directs programs to maintain and upgrade buildings, grounds, and equipment throughout the Cooperative’s properties
    • Manages all the building construction projects and budgets
    • Manages the preparation and administration of the Plant Services’ overall budget

Vehicles

    • Oversees purchase, maintenance, and replacement of vehicles in the Engineering Department

Relationships

    • Reports to the Chief Executive Officer (CEO)
    • Directs the work of the System Engineer, Technical Services Supervisor, Staking Engineers, Maintenance Technicians, GIS Technicians, Engineering Clerk, Meter Technician, and Meter Readers/Testers

POSITION REQUIREMENTS

    • Education – Bachelor’s Degree in electrical engineering from an ABET accredited curriculum or equivalent.
    • Experience – A minimum of eight (10) years’ experience with an electrical distribution system, preferably an electric Cooperative system, is required.
    • Registered as a Professional Engineer, preferably in the state of Missouri
    • Job Knowledge – Must have a thorough knowledge of and be able to apply sound engineering principles as they apply to the electric utility industry
    • Required Skills – Must have extensive critical thinking skills and be able to organize work to meet deadlines.
    • Demonstrated level of professionalism and positive attitude

WORKING CONDITIONS:

    • Inside office environment with regular posted office hours and occasional overtime, including weekends and holidays if necessary.

PHYSICAL EFFORT AND DEXTERITY

    • Frequent physical activity to include sitting at a desk for prolonged periods of time, standing, walking, stooping, bending, lifting, and carrying materials under fifteen pounds.

MACHINES, TOOLS, AND EQUIPMENT

    • Capable of operating a personal computer, calculator, printer, copy machine, telephone, shredder, and any other required office equipment.

VISUAL ACUITY, HEARING, AND SPEAKING

    • Comfortable in speaking on the telephone and via online conference tools. Must be able to communicate clearly and accurately for work and safety compliance.

ENVIRONMENT/WORKING CONDITIONS

    • Majority of work will be performed indoors. Normal office safety precautions and practices are required. Position may require travel to acquire supplies from time to time. The regular work schedule is Monday through Friday.
