Brief Bio

My name is Hall Solomon. I was born in Tampa, FL and grew up in Central Pennsylvania. I attended Mansfield State College and graduated with a BA in Criminology. After college, I enlisted into the U.S. Army. I was a Special Agent, Criminal Investigator and retired after twenty years as a senior Warrant Officer 3. I was deployed to Iraq for the Gulf War 1990-1991. After the Army, I worked in Law Enforcement in the State of Florida. I worked with the Florida Department of Law Enforcement, Florida Attorney Generals Office Investigating Medicaid fraud. I then worked as the Director of the Police Academy and Director of Campus Safety at Indian River State College, Fort Pierce, FL.

Experience and Education

  • High School Diploma from Mifflinburg High School
  • Associate of Arts in Building Construction Technology from Indian River State College
  • Bachelor’s Degree in Criminology studied at Penn State and Mansfield State College
  • Master’s in Public Administration from Troy State University
  • Community & Board Experience:
    • Fort Benning, GA on the Provost Marshal’s Review Board from 1992 – 1995
    • City of Fort Pierce, FL on Civil Review and Crime Prevention Boards 1999 – 2015
    • Indian River State College, as Director of Campus Safety on Foundation and weekly boards for the College President and administrative Staff, 2022- 2024
    • As a Master Police Officer, an Army Officer and College Administrator, I have dealt with the community residents on a daily basis, hearing their thoughts and complaints, working through their problems, creating and managing solutions.

  • Hall is not related to anyone employed at the Cooperative.
  • Hall brings being a people person to the board of director. He can talk/ communicate with anyone based on his experience dealing with the public during my law enforcement career. He also brings a working knowledge of residential electrical acquired from college and practical experience. He has managed large scale construction and contract fraud investigations. He also understands the workings both management/ financial of contracts.
  • Hall has not received any campaign contributions.

Explain the Cooperative Difference

It is the distinct features and principals that characterize cooperatives, setting them apart from traditional for profit businesses like corporations. Cooperatives are member owned and member controlled, prioritize member needs and operates on a democratic basis.

What are three critical issues you believe the Cooperative should focus on in the next few years?

The Cooperative should focus on community development, education and training. Cooperatives should provide education and training for members, elected officials and employees to ensure it’s effective operation. The community also needs to be kept up to date on the operation to provide their needs for continued development.

What interests you most about serving on the board of directors?

As a long time cooperative member, I would like to stay informed and participate in the direction and development of the cooperative. I would like Ozark County to be kept well informed, educated on the operations of the cooperative and give them a voice/ representation for their sustained development.

Are you familiar with the elements of the cooperative business model? Please share what you know about the model at this time:

A business structure where members own and control the organization, to serve their own needs or those of the community. Key elements: Member ownership and control; Democratic Governance; Non-Profit focus; Member benefits; and Local Economic development.

What knowledge and expertise would you bring to White River’s Board and the members?

Knowledge of the working of contracts, ability to talk and deal with the people in the community and cooperation, working knowledge of residential electric and an avid willingness to support and educate the Ozark County communities. A strong leadership role from being an Army Officer. Prior board experience.

What is most important to the members of your district?

It is the effective running of the cooperative and meeting their electrical needs. Prompt repair of equipment and restoring electric power to the affected communities. Keeping them informed of the progress and providing them a point of contact if an emergency occurs.

As a director, how would you promote the co-op in your community and district?

I would organize and conduct open community meetings to get the input of the community and also use the same platform to keep the community members well informed of the cooperative’s agenda and events.

What makes you the ideal candidate?

I am an organized, educated with a vast amount of experience from the military and law enforcement. I have been the director of a police academy, of a 40 man Campus Safety unit and a member of a staff board of directors prior to retiring from a state college.
